LAHORE: All four opposition parties in the Punjab Assembly rejected the supplementary budget of fiscal year 2015-16, proposed with a total outlay of Rs 146 billion, terming it a proof of bad governance and a burden on the provincial economy. The opposition parties demanded the Pakistan Muslim League-Nawaz (PML-N) government to determine terms and conditions before presenting the supplementary budget in future in the Punjab Assembly, as it was not considered a good practice in developing countries. During the debate on supplementary budget, some of the treasury members, including Mian Rafique and Amjad Ali Javed, also termed the presentation of supplementary budget as a bad tradition and criticised some of the polices of the government regarding improper usage of development funds. The minority members of both sides—treasury and the opposition—regretted that the funds allocated for minorities in Punjab in the annual budget were not spent accordingly. Pakistan People’s Party (PPP) Parliamentary Leader Qazi Ahmad Saeed and Jammat Islami (JI) Parliamentary Leader Dr Waseem Akhtar (both belonging to southern Punjab), while participating in the supplementary budget debate, raised some of the issues pertaining to discrimination in southern Punjab. The PPP leader said allocated funds were not spent on south Punjab, alleging that the government used those fund on Orange Line Metro Train (OMT) project. Dr Waseem on the other hand demanded the government to restore the position of Bahawalpur as a province, and in favour of his demand, boycotted the assembly proceedings for a day. Pakistan Tehreek-e-Insaf (PTI) legislator Javed Akhtar Insari warned the government that his party would hold a sit-in again if development funds would not given to the opposition members in next fiscal year. Oppostion member Nabeela Hakim said the Punjab chief minister had spent Rs 50 million on expensive gifts only, while Mian Aslam Iqbal urged the government to hold a third party audit of the supplementary budget 2015-16, as there were several fake and fraudulent development schemes mentioned in his constituency only. Mian Rafique of PML-N, while terming the Environment Department as a ‘White Elephant’, told the House that he was a patient of asthma and he would like the department to give him a black-tinted car for his movement, as it was its responsibility to protect the citizens. Dr Nosheen Hamid of PTI expressed reservations over the constant enhancement of extra expenditures and funds in supplementary budget, and urged the House that it should take notice of it and must determine terms and conditions to present the supplementary budgets in future. Pakistan Muslim League (Q) legislators Sardar Hasan Akhtar Moakal and Khadija Umar Farooqi also spoke on this occasion and criticised the government for not completing developing projects announced by former Punjab CM Ch Pervaiz Elahi. Minority members Shahbaz Munchi, Shunila Ruth, Tariq Gill also participated in the debate and highlighted the issues of their community.
