ISLAMABAD: Sources have reported that Ministry of Human Rights (MOHR) had failed to utilize funds allocated for Human Rights Defenders Network (HRDN) in Public Sector Development Programme (PDSP) 2015-16. According to official sources, a sum of Rs 2 million was reserved for the establishment of HRDN in 138 districts in the country but it had yet to spend this money on the project. For the fiscal year 2015-16, Rs 583.7 million were allocated for various projects of MOHR and in the first three quarters it has utilized only Rs 149.73 million. Officials said that the ministry had received Rs 325 million as original budget and Rs 258.7 million as supplementary grant to bear expenses of various ongoing schemes. Another high official of the Ministry said that a network was supposed to be established in provinces since after the devolution the subject now falls under the domain of provincial governments. He also said that the mechanism to utilize these funds with the collaboration of provinces has not been finalized so the funds could not be utilized on any project.
