Sir: The Sindh Public Service Commission (SPSC) had announced 182 vacant administrative posts of various categories of BPS-16 and BPS-17 to be filled through Combined Competitive Examinations 2013. The initial screening test of the CCE 2013 was held in December 2013 in which 20,000 candidates appeared, while the detailed descriptive papers were conducted in April 2015 of 3,375 qualified candidates. Among the qualified candidates, there are some physically challenged candidates. For the disabled candidates mostly belonging to the lower middle-class families, the SPSC is the only source of getting government jobs on merit in Sindh. Candidates expressed their concern that the FPSC, PPSC, BPSC, KP PSC, and AJK PSC explicitly mention reserved quota for physically challenged persons in advertisements but the SPSC had not mentioned it in the announcement. Besides, the SPSC or the Sindh government has not issued any notification for the quota so far. Therefore, there is apprehension that they would be deprived of their right. Government of Pakistan to support physically challenged persons (special persons) in finding employment in government, as well as commercial and industrial establishments, had enacted the Disabled Persons (Employment and Rehabilitation) Ordinance in 1981. Under the section 10 of the Ordinance, one percent quota was reserved for physically challenged persons in all public and private sector establishments. In 1998, the quota was raised to two percent through an administrative order, issued by Establishment Division. In line with the ordinance, the Supreme Court of Pakistan in 2015, made a judgment to ensure reserved quotas of minorities, women and disabled in recruitments with the direction that the reserved quota should be duly mentioned in all advertisements of recruitments. Concerned authorities of the Sindh government and the SPSC are appealed to draw their attention to the problem to remove mortification spread among the disabled candidates by issuing notification of two percent disabled quota in every category of jobs included in the CCE.
