Sir: Even after getting incentives for decades and enjoying import bans for many years, the automobile manufacturing industry of Pakistan has failed to start local manufacturing, improve the quality of vehicles, reduce rates or start exporting cars. Even though the government has given added incentive, they have failed to start local manufacturing and only assemble imported kits. And to add insult to injury; the car manufacturers have been showing yearly losses to reduce their taxes, but after the Federal Board of Revenue posted their observers at the manufacturing units this year, the companies suddenly showed the profits of over 75 percent, highlighting the lies they have been feeding us regarding the company profits for the past decade. Therefore in the interest of improving the quality and safety of vehicles in Pakistan, while reducing costs and tax revenue, and to punish the current automobile manufacturers for tax fraud, the government should only procure imported vehicles and put a ban on the purchase of locally assembled vehicles. Imported vehicles can be of the same company/brand that are also assembled in Pakistan or can be of a different brand. Similarly in the longer term, a new automobile policy should be announced, where new manufacturers can be offered incentives, land and other help for establishing their manufacturing units in Pakistan. Similarly, new entrants can also be allowed to sell imported vehicles for first three years, to test the market. Similarly stricter tax monitoring should be established on the entire sector. A separate government project unit should be created to manage this sector. And the ultimate goal of this project unit will be to either establish car racing industry in Pakistan, or start exporting locally manufactured vehicles. SAMAN BASEER Peshawar
