Sir: The early monsoon spell is welcomed by our agriculturists of the Barani areas to take advantages of sowing crops. However, this early spell can also be a warning for impending devastating floods if proper measures are not adopted by the concerned authorities. It is the responsibility of agriculture minister to keep strict control over his department and field workers to conduct a survey in their respective areas and plug any loophole to avoid unpleasant situations to happen and shift responsibility on each other. Similarly, the federal and the provincial health ministers should inspect dispensaries and hospitals if that are well-equipped and have sufficient medicines to handle emergencies of flood and water-borne diseases.
