Sir: The 27,188 sq. miles area of the Gilgit Baltistan is backward as compared to other parts of the country. A large number of people are dependent on government jobs while some other are engaged in livestock and agriculture sectors. The private sector of this area has not been flourished, so the ratio of unemployment has increased with the span of time. Despite up-gradation of clerical posts all over the country including Gilgit Baltistan, the billing clerks of Gilgit Baltistan Water & Power Department (GBPWD) have been deprived of gaining the fruits of aforesaid up-gradation. The hundreds of billing clerks are performing their duties on same scale like other beneficiary clerks of different departments, but at the time of up-gradation, only billing clerks of GBPWD have been ignored.
