PESHAWAR: The representatives of the Focal Group Discussion (FGD) stress upon the provincial government to allocate one per cent of the total budget for assessment and mapping related research development activities in the wake of volatile change in the climate. The initiative of one day FGD was jointly organize by Alkhidmat Foundation Pakistan (AKFP) and Riphah International University Islamabad at Peshawar here on Thursday. The representatives of the provincial government, students and researchers of the provincial educational institutes and members of the civil society and media were also present in the event. The participants of the function urged the provincial government of Khyber Pakhtunkhwa (KP) to keep in view the importance of the new world and its emerging issue of climate change and stress over the separate allocation under the banner of climate change. They urged that the international reports suggested that Pakistan in general and KP in particular facing sever challenges of climate changes and therefore the upcoming budget of 2017-18 must provide funds for activities related to climate change. The speakers at the in the discussion recognized that environment degradation and climate change has increased the possibility and intensity of natural hazards in the province and country which required special attention of the government. “According to World Disaster Report 2016 that the impact of recorded disaster events in marginalized and vulnerable communities has resulted in over 840 billion US dollars of financial losses,” the representative shared. The members in the discussion revealed that only 0.4 per cent of the 3.3 trillion US dollars spent on aid was dedicated to prevention or risk reduction while the situation is much deteriorating as far as Pakistan the developing world and the least developed countries are concerned. The FGD demands 1% budget allocation for climate change adaptation (for next financial year 2017-2018) while 50 % of the same needs to be spent on mapping and assessment related research and development. Currently, just 5 districts out of 105 (4.76%) have conducted Multiple Hazards, Vulnerability, Risk Assessment (MHVRA), Therefore, the Disaster Risk Reduction Planning and Indexation at District level is a question mark as yet. It was suggested by all the FGD’s members to expedite this area by National Disaster Management Authority with the collaboration of academia & practitioners of the country in order to face the challenge of climate challenge.
