ISLAMABAD: The Capital Development Authority (CDA) and Islamabad Builders Association (IBA) has agreed to take the input of National Accountability Bureau (NAB) to resolve years old dispute over the parking ratio and setbacks regarding plots situated in blue area. A meeting in this regard was held in civic body, which was attended by Mayor of Islamabad and Chairman CDA Shaikh Ansar Aziz, Member Planning Asad Mehboob Kiani, Director Urban Planning Ijaz Ahmed Shaikh and Director Building Control Section Shafih Marwat from civic body’s side while President IBA Chaudhry Naseer represented his community along with some other builders. There is a deadlock between builders and the civic body over some issues since the auction of eight plots A-1, A-2, A-3, A-4 and B-1, B-2, B-3, B-4 situated at blue area. The core issues are the parking requirements and a narrow distance between two plots. The said plots are adjacent and having set back of 10 feet on all three sides while one car parking ratio against each 500 square feet. The owners of these plots are deviating from the terms of their allotment letters by seeking the approval of a building plan with one car parking space against each 1000 square feet covered area instead of original one car parking space against each 500 square feet whereas they also wants to swap the location of their plots as they were of the view that by leaving 10 feet’s setback there will be only 20 feet space between two buildings which can be dangerous in case of emergency. The builders stressed in meeting that the planning parameters for these plots were a mistake as these are not practical on ground. They argued that car parking with the ratio 500 square feet needs to build six basements for car parking, which is not feasible both economically and technically. However, the officers from CDA briefed the participants of the meeting that they cannot change the predetermined planning parameters as it will be considered as a post bid change and their colleagues are still facing inquiries over post bid changes. President IBA Chaudhry Naseer countered them by arguing that in some allotment letters it was mentioned that all the floors of our plots can be used for commercial purposes, but the authority declared it a clerical mistake and asked us that we are only allowed to use three floors for commercial purposes. He questioned, “If the civic body can rectify its own mistake after auction than why it cannot change the parameters which are technically wrong.” An officer on the condition of anonymity informed the Daily Times, “We offered the builders that if they agree to pay charges to the authority then the issue can be resolved, but they were not in favour of such proposal.” He further said, “The builders are not as much innocent as they pottery. They were well aware about the facts, but now they want to get extra benefit of a planning lacuna from CDA’s side, which will give them favour of millions.” At the end when no conclusion was reached, both the parties agreed to bring NAB’s Awareness and Prevention cell on board to seek their input on the matter before taking any decision. Member Planning and Design Asad Kiani while talking to Daily Times said, “We have decided to review the case of these plots as the matter is pending from last couple of years, but to avoid any figure pointing we have decided to bring NAB’s input to avoid any impression of corruption.” He said, “The matter would be presented another meeting in the presence of the representatives of civic body, builders and NAB in next month.”
