ISLAMABAD: Islamabad High Court (IHC) has dismissed the verdict of a single-bench for proforma promotion to Islamabad’s former inspector general of police (IG) Aftab Cheema. A division bench of the IHC comprised of Justice Amir Farooq and Justice Mian Gul Hassan heard an intra-court appeal filed by the federation. Additional Attorney General Afnan Karim informed the court that the decision over Central Selection Board is already preserved and cannot promote and transfer any office within a period of month. He said that the application of Aftab Cheema is non-maintainable, praying the court to review the decision for the promotion within a period of 15 days. Following the arguments, the division bench dismissed the decision of single bench, issuing notice to former IG Aftab Cheema. In application, Aftab Cheema, Central Selection Board chairman and Federal Investigation Agency (FIA) Director are made parties. Earlier, the IHC directed the federal government to grant proforma promotion within a period of 15 days to the Islamabad’s former inspector general of police Aftab Ahmed Cheema. In May 2015, the Central Selection Board in its meeting did not recommended capital’s former IG Aftab Cheema for the promotion due to an inquiry that was held against him on disciplinary grounds for non-compliance of the government’s orders to use force against sit-in protesters in 2014. The counsel for Cheema, Advocate Mustafa Ramdey contended before the court that his client was deprived of getting promotion to BPS-21 sheer out of malice. A departmental inquiry that was held against him, exonerated him of the charges and now there is no ground to stop his promotion. Advocate Ramdey had suggested the IHC bench that court has two remedies for such cases.
