ISLAMABAD: The National Assembly Standing Committee on House and Library on Wednesday expressed its annoyance over action taken by the Capital Development Authority (CDA) on inquires ordered by the committee related to maintenance and renovation of the Parliament Lodges. The committee opined that officers responsible for dereliction of their duties causing loss to national exchequer were either exonerated of the charges against them or were awarded minor penalties. The committee met under the chairmanship of National Assembly Deputy Speaker Murtaza Javed Abbasi in Parliament House. The committee, while discussing the inquiry report regarding maintenance and renovation of Parliament Lodges cafeteria, expressed dissatisfaction over the outcome of the inquiry and ordered referring the same to the Federal Investigation Agency for further probe. The committee observed that Rs 43 million had been spent on substandard renovation and maintenance of the cafeteria, which was initially estimated at Rs 9 million, thus causing a loss of Rs 34 million to the national exchequer. The committee also expressed its displeasure on the dismal state of affairs of CDA Parliament Lodges Directorate and directed its chairman to immediately take appropriate action to rectify the situation. The deputy speaker said that he had been receiving multiple complaints from members of parliament on a daily basis regarding pathetic condition of cleanliness, maintenance work and horticulture services at the Parliament Lodges. The committee rejected the inquiry report submitted by the CDA for fixing responsibility for the non-completion of 104 family suites and quarters in time at the lodges and directed the CDA and National Assembly project director to physically assess the work done by the contractor and fix responsibility on the persons responsible for that failure and submit their findings within 10 days. The CDA chairman informed the committee that the contractor had taken the matter to the arbitrator and the CDA was waiting for his decision to be announced in June. He assured the committee that necessary action would be taken against the construction firm in light of the directions of the committee. While discussing the matter of handing over plots of the employees of the National Assembly/members of NAECHS, the committee directed the ICT Police inspector general to take necessary action to get the possession of the illegally occupied land of NAECHS. The committee was informed that the chief commissioner had written a letter to the IG for taking action against the illegal occupants; however, action by the ICT Police was still pending. The committee also expressed its displeasure over not implementing the joint venture agreement between NAECHS and the Federal Employees Cooperative Housing Society for the provision of plots to the employees of the National Assembly and Senate. The committee said that the FECHS had acquired precious land of NAECHS and provided only 458 plots out of 1,096 plots, thus violating the agreement. The committee directed the chief commissioner and the inspector general to ensure their presence in the next meeting of the committee so that the committee may discuss the issue and give appropriate directions. The Committee was attended by MNAs Mian Muhammad Rasheed, Ch Jaffar Iqbal, Sardar Mumtaz Khan, Mehboob Alam, Shahida Rehmani and Kiran Haider.
