ISLAMABAD: After the notices to 25 skyscrapers, the Capital Development Authority (CDA) has issued a notice to a renowned multi-storey shopping mall Centaurus on the lack of emergency facilities. According to the letter available with Daily Times, it has been stated that the Directorate of Emergency and Disaster Management issued a notice to the administration of Centaurus Mall and its residing tower. The letter also carries a fine a detailed report highlighting the compromised areas minutely with regard to fire prevention, protection and life safety arrangements made therein by the owner/occupant of Centaurus Mall for strict compliance. The arrangements highlighted in the report are of great significance and directly related to the safety of the occupants, dwellers, visitors, the common public and employees. The Directorate of Emergency and Disaster Management of Capital Development Authority directed the administration of Centaurus Mall to comply with the report within one month after the issuance of directions from the civic body. If the administration of centaurus doesn’t do anything to improve these functions then the CDA will proceed with the case and impose heavy penalties like sealing of premises or imposition of a fine up to 0.5 million rupees and three thousand rupees for every passing day until the deposit of the imposed amount. The authority reminded the administration of the shopping mall to endorse fair and expeditious actions in the greater life and property safety interest within the given deadlines to avoid any proceedings against the administration for non confirming or non adherance to the standards, which have been mentioned in fire prevention and life safety regulations 2010. It is the responsibility of the Building Control Section (BCS) of the Capital Development Authority (CDA) to issue a correctness certificate after a thorough inspection of all residential and commercial buildings that are constructed in Islamabad. About 25 high rise buildings have become a potential threat for thousands of people in Islamabad as the owners have not started the repairing despite the lapse of eight months. The buildings, which were affected in the 2015 earthquake, included Royal Plaza at E-11 Markaz, Executive Plaza at E-11/2, Millennium 17 at F-11/1, Al-Mustafa Towers at F/10 Markaz, Silver Oaks at F/10 , Soneri Bank Plaza at G/11 Markaz, Abu Dhabi Plaza situated at F-11/1. In Blue Area the affected plazas are situated at 21 East, 23 West, 23 East, 30 East, 44 East, 54 West, 62 West 96 East, 96 West, 101 East, 101 West, 106 East and 111 West. When contacted, the Deputy Director for Emergency and Disaster Management Ammadud Din said that the notice on the lack of functionality in case of any natural disaster had been issued to the administration of Centaurus to improve and install the necessities. When contacted, the Director of Building Control Section (BCS) Shafi Marwat told Daily Times that reminder notices had also issued to the owners of 25 high rise buildings asking them to submit a report of the building structures prepared by NESPAK but none has been submitted so far. “The administration of Centaurus Mall is running this mall without any legitimate approval or compliance certificate from the BCS. The Authority had issued a letter to the Deputy Commissioner Islamabad to evacuate this mall,” he added.
