ISLAMABAD: Secret service fund worth as many as Rs 10 million stood missing from the treasury of federal police and Federal Investigation Agency, FIA, according to a document submitted to the parliamentary committee. It was also noted that the parliamentary committee is likely to start an investigation into the missing amount of the secret fund from the law enforcement agency in August as the notices to the concerned department have already been issued. The purpose of holding the secret service fund was to initiate a welfare project for the law enforcement personnels, however, the funds have not been found in the accounts of agencies—a worrisome situation to the government. According to the report available with Daily Times, the Inspector-General Police, Islamabad, and the Director-General, FIA, have illegally spent more than 10 million rupees on various unproductive projects. According to the present legislation, the said amount could only be consumed on the welfare of the police and FIA personnels. The report also added that more than 7 million is found to be missing from FIA and more than 3 million missing from the capital police and the parliamentary committee is likely to initiate a proceeding against the responsible officers. It has been noted that before spending a secret service fund, a committee comprising highly competent and qualified people should be constituted and a controller should also be inducted to monitor and protect these secret funds. The record showed that police and FIA have neither constituted any committee nor inducted any controller to guard these funds and, unfortunately, the IG and DG themselves were managing the affairs of these funds, which has now been declared an illegal act. It is pertinent to mention here that holding secret funds is also a violation of all Supreme Court orders prohibiting all government departments to deposit any amount in their respective secret funds. The Supreme Court has already directed that all government departments should disband their secret fund accounts as earlier as possible. The report has also revealed the corruption and misappropriation of public funds of the capital police as its 26 senior officers, despite being deputed to UN for many years have been accused of benefiting from allowance and perks from police accounts as well. The report further revealed that the capital police has asked various heads of government departments including Radio Pakistan, estate office and PTV to pay huge amount for the deployment of security forces at the premises of government buildings. The source also told that these government departments have categorically refused to yield under police pressure and asked senior interior ministry that the said amount could not be deposited to police. The stand off between capital police and these four-government offices have now landed in the parliamentary committee for further investigation. The government department were of the views that it was incumbent upon the police to provide security to them and amount on the pretext of providing security could not be disbursed.
