ISLAMABAD: At last the Capital Administration and Development Division (CADD) has swung into action and appointed Ayesha Farooq as Director General Federal Directorate of Education (FDE) on temporary charge. Ayesha Farooq was serving against the post of Joint Secretary (JS) in the Ministry of CADD. She will serve as FDE chief on additional charge. Earlier, the post was assigned to Additional Secretary of the same ministry, Zafar Nasrullah. He, however, will on official leave from December 26. On this cause, as per available information, Farooq has been assigned the slot of DG. This post remained vacant from December 11 after Shahnaz A Raiz got retired from the post on attaining the age of superannuation. Her retirement notification was also issued by ministry of CADD almost one month before from the date of retirement. This is a permanent slot. As per the rules of recruitment, appointment for the post of DG, FDE should be made through promotion for which persons such as either a ‘Director (BPS-19)’ or ‘Principal of a Degree College (BPS-19)’ with minimum of 17 years teaching/administrative experience shall be eligible for the promotion to the post of DG FDE (BPS-20). It seems the authorities concerned are less interested to fill this position on the priority base. After the delay of around two weeks, they even dare to fill the slot through such bureaucrat who already holds the slot of JS and has been given an additional charge for DG ship. According to the CADD sources, a list of senior most directors serving in the FDE has been submitted in the ministry. As per the list Muhammad Taj Bhatti is senior most and Tanvir Ahmed is second one director senior in the FDE. The sources disclosed that the officials concerned still did not finalize the name of any director or Principle of school/college. They also disclosed that there are more chances for the selection of Ahmed against the post as he is struggling more and more. “Ahmed may approach the Islamabad High Court (IHC) for this purpose as he is suitable nominee for the said slot”, said an official in the FDE wished not to be named. Ahmed also holds the Senior Management Course (SMC) that is mandatory requirement for the post in now days. On the other hand, a senior official in the CADD familiar with the whole development, said in condition of anonymity that although Ahmed is fulfilling the above requirement, but he is the official of devolved ministry due to which the ministry of CADD is little bit reluctant to forward his name to the selection committee of the cabinet division. As per law, the seniority of the devolved ministries officials could not be mixed with the actual staffers of any department. Tanvir Ahmed joined FDE in March 2011 with post and budget on deputation bases in result of devolution of education ministry with some other federal ministries. He was serving in the ministry as a joint director monitoring. Ahmed was absorbed in the directorate as permanent director in September 2013 through a presidential ordinance no 5. The documentary evidences revealed that despite permanent absorption, Ahmed used to receive deputation allowance of Rs 6000 per month till many months. Ahmed remained in good books of senior bureaucrats of his parent ministry (Education) and senior politicians. For example he was appointed as special investigation officer in 2009 by then prime minister to probe the excess appointments of teaching and none teaching staff of the FDE. It is pertinent to mentioning here that in 2009, FDE appointed excess staffers then the requirements. Aftermath of that the PM office swung into action and constituted a probe committee. Moreover, according to the CADD officials, a supreme court’s judgment may also cause for ministry’s authorities reluctances to pick Ahmed as FDE chief. As per the said judgment, all officials who were from devolved ministries should be repatriated to the ministries created in parallel of devolved ministries. For example, Ministry of Education and Professional Trainings was created in place of Federal Education Ministry. “Under the ordinance (the employees) were obliged to join the newly created Ministry of Education and Professional Trainings”, reads the apex court judgment issued on October 17, 2014.
