ISALAMABAD: The Capital Administration and Development Division (CADD) has finally appointed Dr Zahid Larak as chief of the Federal Government Services Hospital (FGSH), also known as Policlinic, Daily Times has learnt reliably. According to a notification, Dr Larak was appointed against the post of Joint Executive Director (JET) in the Policlinic while he has been given additional charge of Executive Director (ED) in the hospital. The post of Policlinic’s ED had been lying vacant for the past several months and the official affairs were being run by Deputy Executive Director (DED) Dr Shahid Hanif. The Establishment Division gave the approval for Dr Larak’s appointment on the recommendations of the CADD. Dr Larak is actually an employee of the Pakistan Institute of Medical Sciences (PIMS). Like Policlinic hospital, the PIMS is also an attached entity of the CADD, and is known as Shaheed Zulfikar Ali Bhutto Medical University (SZABMU). Before his appointment to the FGSH, Dr Larak was serving as head of the National Institute of Health (NIH). A senior official in Policlinic, wishing anonymity, said that the official business of the institute was being badly affected due to absence of a permanent head of the hospital. “When the issues of mismanagement and corruption at Policlinic were highlighted in the media, the ministry recommended appointment of a permanent head of the hospital to right the wrongs,” he claimed. In another development, the Establishment Division approved the recommendations of the CADD to appoint Dr Fazle Maula as ED of National Institute of Rehabilitation Medicine (NIRM). Dr Maula was an employee of Khyber Pakhtunkhwa (KP). He joined the Capital Development Authority (CDA) Hospital around 10 years ago on deputation as its head. After serving for a few years at the hospital, he was transferred to the NIRM where he had been absorbed permanently after completion of his three-year term, which is the prescribed term for absorption in any public sector department. In 2016, in compliance with a Supreme Court (SC) decision to repatriate all deputationists to their parent departments, Dr Maula was repatriated to his parent department in KP at a time he was serving as the head of CDA Hospital. He was one of the 27 officers of various cadres at the hospital who had been ordered to repatriate to their respective parent departments. However, according to sources, beside Dr Maual, almost all of the repatriated employees are still serving at the Capital Hospital in violation of the SC verdict. Although Dr Maula was also a deputationist and his appointment was against the SC directives, his good management of the above-mentioned hospitals during his tenures as head must have aided in his appointment, said a senior official in the CADD privy to the whole matter. He said it was very regretful that some members of a mafia had occupied seats in the CDA Hospital against the SC directions, adding that the authorities concerned should take notice of the matter and repatriate all such employees to their parent departments. “It is necessary to streamline the system by comply with the apex court verdict,” he added.
