ISLAMABAD: The administration of Higher Education Commission doled out billions of rupees illegally to their blue-eyed private contractors without observing the prevailing procedures and concerning laws, according to an audit report. The corruption of the vice-chancellors of various universities were pointed out to HEC chairman and the federal secretary concerned but these two baboos also kept mum and failed to take any punitive action against any VC. According to a public document, the Environment Department of University of Peshawar bought more than 50 laptops for students and record showed that 12 out of 50 laptops were missing from the university record. The VC’s attention toward this matter was drawn but he reportedly kept mum over the issue. The in-charge of the Environment Science Department paid more than Rs 920 million to private construction firms without observing certain laws and procedures. The VC of Peshawar University was legally bound to take permission from ECNEC before awarding work worth 920 million rupees but the VC and the head of the environment department splintered this project into small projects and then awarded the contracts to firms. The NUST also allegedly awarded a contract worth 183 million rupees to private firms without observing the prevailing laws. NUST also did not observe the law while purchasing different articles worth 134 million rupees and awarded the work for hostel construction to a private firm without calling a tender notice. It has also been revealed that the Comsat Institute of Information Technology awarded the project of purchasing furniture worth Rs 17 million for its cafeteria and in another project its administration also doled out Rs 26m to firms illegally. The Arid University administration also released 22 million rupees to a private firm during the construction of a veterinary department and Rs 13m were doled out by the administration to a private firm illegally while purchasing three buses.
