ISLAMABAD: State Minister for Human Rights Barrister Zaffar Ullah on Wednesday said new human rights policy with a comprehensive plan of action for implementation in Pakistan will be announced soon. State minister said that it is for the first time in the history of the country that a concrete Human Rights Policy with a comprehensive plan of action for implementation with specified time frame will be made. He said the policy would focus on key areas including protection of rights of human beings according to the teaching of Islam as our religion emphasised to secure rights of vulnerable on priority. Provision of fundamental rights to every citizen of the country without any discrimination according to the constitution of the country. Section 8 to 28 of constitution addresses the rights of the people and stressed for proper implementation of these sections, he added. International Human Rights day is being observed today (Thursday) all over the world. To protect the inalienable rights of human beings through national, international and regional efforts, Human Rights Day is observed every year on December 10 across the world. The date was chosen to honour the United Nations General Assembly’s adoption and proclamation of the Universal Declaration of Human Rights (UDHR) on December 10 1948 as the first global enunciation of human rights and one of the first major achievements of the new United Nations. In 1950, the Assembly passed resolution 423 (V) inviting all states and interested organisations to observe December 10 of each year as Human Rights Day. This year Human Rights Day is devoted to the launch of a year-long campaign for the 50th anniversary of the two International Covenants on Human Rights: the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights that were adopted by the United Nations General Assembly on December 16,1966. The two Covenants together with the Universal Declaration of Human Rights form the International Bill of Human Rights setting out the civil, political, cultural, economic, and social rights that are considered as the birth right of all human beings. State minister said that it is a high time to prove as a responsible nation in the comity of international world as we have ratified a number of international treaties and convention to safeguard rights of masses. He said we have started restructuring of the ministry and new wings are being established to protect rights of marginalised segments of the society especially women, children, persons with disabilities, senior citizens, minorities etc. Services of professionals would be hired to run these wings with objective to safeguarding rights of people. The establishment of a National Commission on the Rights of children is also on priority list with the recommendations of all stakeholders and after conducting in-depth consultation, he added He said that a law reforms committee has already been constituted for having early inputs on concerned bills. The minister said that the government has singed a Memorandum of Understanding (MoU) with a non-government organization (NGO) for capacity building of public and private sector employees. Barrister Zaffar Ullah said after attaining Generalised System of Preference (GSP) Plus status, the country has ratified 27 international conventions among which seven are directly related to human rights.
