ISLAMABAD: The post faculty of Natural Sciences Dean remains vacant in Quid-i-Azam University (QAU), whereas in compliance with law so for no Dean was appointed as the member syndicate of the varsity, Daily Times learnt from reliable sources. According to available information, currently Dr. Fzal Bhatti was serving on the post of Natural Sciences Dean, and his retirement is due on Jun 9 this year. The sources revealed that the Vice Chancellor Javed Ashraf did nothing regarding filling said key position, adding that in compliance with varsity’s bylaws the proposal draft should be finalized by the VC thus for as hardly four working days leftover the retirement of current working faculty Dean, Bhatti. An informed official wishing anonymity revealed that VC Ashraf actually does not intend to fill this post rather he wants to serve by-himself additionally beside holding the his own position (of VC). Except Ahraf’s tenure, since ever in the QAU history senior most professor had been use to appoint as faculty Dean, added the official. The Quid-i-Azam University act 1973 states that a professor would be inducted on the post. No compulsion was imposed in the act as either he/she professor should be part of on Tenure Track System (TTS) faculty, or on non-TTS faculty. It was among the VC’s authority that he would send three senior professor names to president of Pakistan who head Chancellor of the varsity, for concluding approval. Usually, according to the sources, up-till the presidency had nominated senior most among three proposed nominees. The list of senior most professors in the Natural sciences department concludes the names of Dr. Azhar Abbas Rizvi, Dr. Amin Badshah and Dr. Muhammad Ayub. The official claimed that instead from these senior academics VC illegally willing to himself hold over the said post. “That would not be in compliance with QAU bylaws”, the official regretted. Another official familiar with the issue disclosed that Ashraf intends to repeat the same exercise which was observed in the case of Batti previous successor Dr. Zaka Ullah, wherein the VC himself assumed additional charge of faculty Dean while after strong condemn by academics the Ashraf finally surrendered and proposed the name of Dr. Zaka for Dean who retired in November 2015. Meanwhile, in another violation the varsity’s syndicate functioning without any senior Dean since retirement of Dr. Zaka in November 2015 who was member syndicate. As per rules it was mandatory to include the name of any of faculty Dean in the syndicate team- the policy making body of the varsity. In contrast with the facts, VC Ashraf says that he has submitted the proposal of some names to the President Mamnoon Hussain. “Making final decision over the matter was the authority of President, not mine”, he claimed. When asked about acknowledgment of proposed names, Ashraf declined to sharing the names.
