ISLAMABAD: The Senate Standing Committee on Cabinet Secretariat on Tuesday took up the matter of daily wages teachers working in the educational institutions across capital. Speaking in the favour of over 2000 daily wages teachers of the FDE, Senator Shahi Syed showed his annoyance over the delaying tactics of the FDE and the CA&DD authorities. He said that if the authorities did not implement the committee’s decisions, then the cabinet committees should be abolished as it was just wastage of money of the national exchequer in the form of heavy salaries being paid to the committees’ members. “Before the next gathering of the committee, an implantation report of the courts and committees’ decisions should be submitted”, Shahi Syed demanded. Senator Qalsoom Perveen said that despite the Supreme Court’s decision, the matter of daily wages employees joining was being intentionally made to linger, adding that the authorities concerned regarding this should be held accountable. In reply, the Secretary CA&DD, Nargis Ghuloo, said that the issue was before the high court and the court had asked for the policy regarding the joining of daily wages from the Secretary, Establishment Division and the Secretary, Cabinet Division. Ghuloo said that the daily wages teachers had been asked for applying through the Federal Public Service Commission (FPSC) while they would be given 10 marks additionally as they are they were serving for a long time. On this Shahi Syed got annoyed once again and said that passing through the FPSC’s procedure meant that the teachers who teach well, were not eligible for this job. “Then what was the misdeed of the innocent children who had been taught for 10 years long”, Shahi Syed questioned the authorities concerned, including the CA&DD Minister, Tariq Fazal Chauhdry. The committee members including Shahi Syed staged a 10-minute walkout from the meeting procedure on the incapabilities and discrimination of the authorities with the daily wages teachers of the FDE. Senator Nawabzada Saifullah Magsi said that if the teachers were not eligible for the job, then why they had not been informed about this earlier, adding that why the FDE got their services for 10 years. A daily wages lecturer who was present in the committee meeting requested the committee chairmen and members that they should check out their (teachers) previous service record as well as their classes/subjects annual results, and then they would get the reasons/answers to the question of the capabilities of the daily wages teachers. The teacher said that they had worked with the FDE for long and at this stage it was not possible for them to seek a job somewhere else due to the crossing of their age limits. The teacher said that the curt administration even did not pay them the salaries for the last four months. “How can we survive for ourselves and for our families?” the teacher asked while adding that they had meagre salaries of Rs 14000 per month and that too had been stopped. The wretched teacher wept during the speech and added that they had no other option except suicides in case their induction was not made into practice. The committee chairman directed for the personal presence of the CA&DD Minister, the Secretary CA&DD Ghuloo, Secretary Establishment Division (ED) Syed Tahir Shahbaz, Secretary Cabinet Division Nadeem Hassan Asif at the next meeting of the committee. The chairman also demanded of the IG police Islamabad at the meeting for the issuance of arrest warrants for those members who would remain absent from the meeting. As per details available, there were over 2000 teaching and non-teaching staff members serving in various educational institutions of the FDE across the capital. The staff held several protests to press the authorities for their permanent inductions. Some months ago the teachers staged a protest in front of the FDE in which they demanded three demands as they should be given the contracts, or increase in their salaries which should be tantamount to the contract employees working in the directorate, or till their contractual appointments they should be paid equal to the College Teaching Interns (CTI) of Punjab. The Punjab government is paying Rs 30000 per month to each CTI teacher serving in this respect. A few months ago a SC bench headed by Justice Saqib Nisar had also directed for the permanent absorptions of the said daily wages teachers of the FDE. But the teachers are still waiting for their rights.
