The approval of eight development schemes related to agriculture and road sectors by the Punjab Provincial Working Party is being projected as a feather in the cap of the Punjab government. Under these development schemes, steps will be taken for the establishment of the Punjab Bioenergy Institute (PBI) at the University of Agriculture, Faisalabad and other such facilities, while billions of rupees have been allocated for laying and improving road infrastructure in various parts of Punjab. It is commendable on part of the Punjab government that it is paying attention to changing the plight of other small cities in Punjab. Pakistan is already lagging behind in agriculture science as it is not fully utilising all its resources to get good yield compared to other countries. At the same time, establishment of road infrastructure has become necessary and good roads need to be constructed all over the country. Without denying the long-term benefits of development schemes amounting to Rs 7.3 billion, there are other areas of concern that are being cold shouldered by the Punjab government. The concept of laying road infrastructure for improving economy is not new. It is rather unfortunate that people in Pakistan become happy over news of construction of a road in this century when other developed countries are offering countless other incentives and facilities to their masses. It has been part of the development lexicon for decades by now. The initiative is commendable but the Punjab government needs to take stock of other needs of the people too. The Punjab government needs to pay attention to other important social sectors like health and education as well. A holistic approach towards all sectors to cater to the needs of the majority of the public can bring a positive change in the country. Currently, there is inadequate allocation of resources for education, health and energy sectors. Due to negligence in these sectors, the literacy rate is declining day by day. Moreover, the country is still in the grip of a massive energy crisis due to government’s apathy. It would be better for the Punjab government to take care of other needs of the masses along with construction of roads, which is also very much necessary. By focusing on other areas in Punjab, the government has actually given a pause to its obsession with roads in Lahore. The Punjab government needs to focus on providing basic necessities to those living in rural areas. It should work on providing modern facilities in villages and small towns to discourage the exodus from rural to urban areas. This is only possible if the economic opportunities and quality of life are improved in the rural heartland. The Punjab government therefore needs to invest in human resources as well by providing good education and other social benefits like better health facilities and living conditions rather than confining itself to road projects, whether urban or rural. *
