Sir: A representative of the Election Commission of Pakistan (ECP) appeared before a parliamentary panel the other day to say that it was impossible to hold local bodies elections in time in the provinces of Sindh and Punjab. According to him the government printing presses have shown their inability to print such a huge number of ballot papers in the allotted time. Also, it was not possible to dispatch ballot papers to far-flung areas by the targeted date. It is also pertinent to note that many cases regarding improper and disputed delimitation are pending in the high courts. In Sindh High Court, the election laws have been challenged, which may take a long time in adjudication. This haphazard and hasty conduct of local bodies elections should be avoided for the sake of fairness and transparency. It is therefore for the better if ECP and both the provincial governments jointly approach the Supreme Court to postpone local bodies elections in Sindh and Punjab till March 2014.
